My fellow Packeteers...

I just looked at the 20226 Shakeout Exercise and have to tell you I'm dumb-founded.

There is a video on how to fill out the form - 13 minutes long.
You can only use Winlink (as far as I know the Windows version, but I might be wrong).
You can't use other software that talks to the WinLink system, you can't even use the WinLink.org Web Mail client.

There is a sample form in PDF, but not a fillable form that I found.

If it takes 13 minutes to explain how to fill out the form, how long does it take a person to do it under a no stress situation?

In a stress situation, I question if anyone will truly remember how to use it, since how many earthquakes do we get in a year that you actually feel the shake? I was in one of the large earthquakes in/around LA in the 80's/90's. If you had damage, I can state you were stressed..

Here in NY, I can count on one hand the number of earthquakes on one hand in a 50 year span. So I'm not going to familiar with the form should a quake hit.... Wouldn't the KISS* principle take precedence?

Let's compare that to a form that I was required to fill out, 16-20 times a day when I was an employee of the NYC Emergency Medical Service. It was an Ambulance Call Report, and it became a legal document. In the Academy we spent an hour or so on filling it out. When I was a Probationary EMT, my partner for the first week reviewed each one to make sure it was correct.

We filled it out in the rain, the snow, the sleep, the dead of night, at crime scenes, with families in crisis, car accidents, you name it. It was done either in conjunction with our examination of after. But again, we "practiced" it 16 to 20 times a day (because we did 16 to 20 ambulance runs a day at that time).

What am I missing vis a vis the value of this once yearly exercise? The same could be said about many of the other "emergency communication" precepts that the ARRL encourages.

*KISS = Keep It Simple Silly
