GENERAL NEWS
RAOTC Broadcast for Monday February 4
As mentioned in the National Bulletin, the first broadcast for the Radio Amateurs Old Timers Club of Australia in 2019 goes to air on Monday night. Thatâ€Ös tomorrow if youâ€Öre listening to
the Sunday morning delivery of this broadcast.
Have you ever felt shy about bringing new equipment into the house? Have you ever tried to avoid the dreaded question: “How much did that cost?” This monthâ€Ös bulletin gives a few tips on how to give truthful answers, perhaps, without having to tell the full story.
The other major article deals with “The Art of Secret Communications”; it looks at everything from carrier pigeons to enigma machines including Native American languages.
Many would be aware of controversy over digital modes, particularly the overwhelming popularity of FT8. A contributor describes FT8 as having reached “tipping point status”; he
examines its value in compensating for the dearth of sunspot activity and the fast shrinking real estate experienced by many radio amateurs. He goes on to speculate: “what will kill
amateur radio is not FT8 but lack of innovation”.
More information including how to join can be found on the RAOTC website.
This bulletin will all be put to air in VK7 over the VK7RTC/RAA state-wide network at 7:30pm local time on Monday, February 4. Please join in the call back that follows at approximately
8pm.

Change of Frequency for 23 cm QSO Party
Now that the Ross Hull contest has concluded we have had some discussion on what might be a better frequency for the Hobart area 23 cm QSO party. So as to have the same frequency throughout the year and meet the requirements of the various contests for not operating on a call frequency it has been decided that we will standardize on 1296.150 FM for the Hobart area component of the QSO Party, straight after the broadcast each Sunday morning at about 10:00 am. We will continue on 1296.2 QRA64C at 10:30 am local when working to Launceston.

VHF/UHF Summer Field Day Provisional Results
This was held over the weekend of January 12 and 13.
The provisional results are out, thanks to the hard work of Mike VK3AVV. Final results will appear on the WIA website in due course.
Itâ€Ös pleasing to report that VK7 had 23 stations participate and 9 submit logs; this is well above the national average. Activity took place on 7 bands from 6 metres to 3cm. Special
commendations must go to Richard VK7ZBX and Murray VK7ZMS who spent the Saturday atop Mt Wellington in very windy conditions. Congratulations are also due to James VK7JAM for his solo vigil on Mt George in full sun.
Some interstate contacts were made, including 4 on the 9 and 3cm bands.
Rick VK7RI was not so lucky: first the magic smoke was released from his rig then the antenna dismantling led to back problems. We hope these misfortunes donâ€Öt dissuade Rick
from having another go in future.
In all it was a good effort which should serve as a practice run for the John Moyle Contest scheduled for March 16-17. See you there.

Meet The Voice 2019
Plans are underway for this year's Meet the Voice gathering in Ross on the weekend of 23rd to 24th March. The event has moved to the Ross Recreation Ground, and those who wish to camp can do so on site for a small fee, which will ensure access to the kitchen, shower and toilet facilities.
The event will span two days, and is a great opportunity to meet face to face with old and new friends alike, and of course, the annual gifting of the Sewing Circle trophy!
Weekly updates will be provided by the Sunday broadcast, on Facebook, and via email. If you want to receive the email, let Dani know by emailing vk7freq@gmail.com. Shortly a call out for volunteers will occur. If you are interested in donating some time please let Dani know. Of course, there will be a raffle. If you wish to donate a prize, again, please let Dani know.
Dani can be contacted on vk7freq @ gmail.com or 0409232419 outside business hours.
Meet the Voice 2019 at the Ross Recreation Grounds on March 23rd and 24th.
Many Thanks & 73, Dani VK7FREQ

The appropriate reminder has been forwarded by email or posted to all members recently,
including the Renewal Forms (Regular & Student) for 2019. Members are asked to return the renewal form along with the
appropriate payment, to the Club Membership Officer at their earliest convenience.
Thank you to those members who have now renewed their membership for 2019.
NEWS FLASH !!!!
The Club has just learned that another organization other than the WIA has been selected by the ACMA to deliver Amateur Radio Examinations, issue amateur certificates of proficiency and related callsign management from 1st. February 2019.
We suspect that the Club's Assessors/Facilitators, David VK7DC, Keith VK7KW and Tony VK7AX will be extremely disappointed in this selection, considering the many hours
expended in training, assessments etc afforded to amateurs over the last 10 years of the Deed, volunteering their time and all free of Charge.
It will be interesting to see what happens in the future and at what cost to future amateurs.
73 until next time, Tony VK7AX - Club News Officer

BBQ at Lilydale Falls.
As most Amateurs in the North will be aware, it is traditional to have a BBQ in early Autumn at Lilydale Falls. This year it will be held a little earlier, on Thursday 28th of February. Hopefully it will be a little warmer than in previous years. All interested Amateurs, radio enthusiasts, their families and friends are invited to attend. In recent years this has become a non-club event with attendees coming from all corners of the state and the occasional Main-lander. The event is timed to start about 4.00PM and cooking is generally underway by 5.00.Â
There are two free electric BBQs onsite sponsored by the council, but as the turn up is often well attended, it may be prudent to bring your own portable stove to prevent waiting or over-crowding. There are toilets and play equipment on site as well as a moderate amount of parking. The site is also frequented by tourists with their campers & motor-homes so early turn-up is suggested. Someone is usually about from 3.00PM, so come and have a chat or go for a walk to the falls before dinner. The area and surrounds are quite photogenic at this time of year. Bring your camera and capture the essence of rural Tassie while you are here. Please B.Y.O. everything, including chairs etc, and don't forget it can cool off rather quickly as the sun sets. Lilydale Falls Park is situated about 2 kilometres north of the town on the Lilydale main road "B81". Bring a few nibbles to share, a bottle of wine and enjoy the evening.
See you all there, Peter, VK7PL

Northern Tasmanian Amateur Radio Club Incorporated
Here we are, the start of February and one month of 2019 is already down and out. The fires are still raging in numerous locations, including a few close to some of NTARCâ€Ös repeater assets, so we have our fingers crossed on that aspect as well.
No new news, if that is a tautology then please forgive me, has reached your reporterâ€Ös ears so this week it will necessarily be a rehash of previous weeksâ€Ö items. Hopefully this is not the start of a trend as we have many months ahead of us and it would be good to write something new occasionally.
What I can say is that due to the fires in the south and highlands we have another total fire ban period, so please take care. Itâ€Ös probably a good time to give the lawn mower a clean, change the blades etc, in readiness for when it can be put into action. For the more adventurous among us, eager to get cracking on that tower work etc, just forget about anything that might entail use of that welder, oxy torch or angle grinder outdoors. Having witnessed a grass fire start up from the ill-advised use of an angle grinder, I can assure all that the risk is indeed very real. Any other power tools that might emit a spark or create a local hot spot are equally dangerous in these conditions. Might be the best time to veg out in front of the box watching some sport or similar. I might have normally suggested that this might have been a good time to study for that upgrade but with the examination system being in the state of uncertainty that it is, you may want to defer that activity.
2019 Membership fees – a big thank you to all those members who have paid their 2019 subs. To those that as yet havenâ€Öt renewed just a further reminder that your 2018 membership expired on 31 December and you are now listed on the membership register as an unfinancial member. Your status will stay that way until you have renewed your membership or until 30 June when your name will be removed permanently from the membership register.
A reminder notice will be forwarded to those handful of members who have yet to renew but in case you have forgotten, NTARCâ€Ös 2019 membership fees are just $30.00 for a Full voting member and $5 additional for each Family member that the voting member wishes to add to his or her primary membership.
As all listeners must be aware, the replacement of aging legacy equipment along with other ongoing care and maintenance of our repeater systems does not come cheap. For you to be able to continue to enjoy this aspect of your hobby and for NTARC to continue to provide this great network, we need your support now.
If you are not a member of NTARC please consider joining. If you have been a member in the past but have let that membership lapse for any reason, please consider rejoining. In either case, an application form can be found on our website www.ntarc.net or why not pop into the clubroom on a Monday or Friday, during coffee hours and collect an application. You will be made most welcome.
If club membership is not your cup of tea, we fully understand. In those circumstances, perhaps you might care to make a direct donation to our repeater fund, rather than pay a yearly subscription. If so, we would be happy to receive your contribution, either in person at a club meeting or coffee morning, or by post to PO BOX 275 Launceston 7250. Any donation will gladly be accepted. All donations will be officially receipted and noted accordingly against the repeater project.
Now on to Coming events
Technical sessions – great news for those that have been hanging out waiting for the first Technical session for 2019. Iâ€Öm happy to advise it is now only three sleeps before we resume on Wednesday 6th February. Meet time will be from 7.30 pm to 10.30 pm, at the Club room Archer Street, Rocherlea. Please also note that there will be no Technical session on Wednesday 13 February due to our AGM being held that evening.
February Annual General meeting – the Annual General Meeting of NTARC will take place on Wednesday 13 February 2019 at the NTARC Club Rooms, Rocherlea Scout Hall, Archer Street Rocherlea commencing at 19:30 hours (7.30 pm).
Business at the AGM will consist of confirmation of the Minutes of the 2018 AGM, then reception and consideration of reports from the Committee, including the Treasurerâ€Ös report and reports from our various managers and coordinators. This will be followed by the election of officer bearers and committee person for 2019. The meeting will then consider any item of special business for which the requisite notice has been received by the closing date.
All current office holder and committee positions fall vacant at the AGM. Nominations for each office bearer and the Committee member are invited and should be made in writing to the Secretary, along with the signatures of the Nominator, Seconder and that of the member nominated. Appointments will also be required to the positions of Internal Auditor and Public Officer.
Please note that for your convenience a nomination form is now available from the NTARC club room. Please ensure that the completed nomination form is returned to the Secretary by COB 7th February 2019 at the following address: The Secretary, NTARC Inc. PO Box 275 Launceston Tas 7250 or it can be handed to the Secretary in a sealed envelope at either coffee mornings.
Members are reminded that they will need to have paid their 2019 renewal subscription before the meeting commences at 19:30 hours (7.30 pm) to be able to vote at the Annual General meeting. Similarly, they will need to have paid their 2019 subscription before they can be nominated or nominate or second someone for office, as only financial members can exercise those privileges.
The AGM will be followed by the February General meeting.
A further reminder to all those that are required to write reports that time is marching on, so hopefully you have started to think about it and have put pen to paper. It would be appreciated if a hard copy of your report could be sent to the following email ntarc.emails@gmail.com by Tuesday 12 February to assist in preparing the necessary paper work for the AGM..
Coffee mornings – are normally held every Monday and Friday in the NTARC Club rooms and are now in full swing. Catch up time is from 10.00 am to noon and we look forward to seeing you all.
Please remember that aside from the good company, freely offered philosophical views, maybe less than expert political analysis, tall tales and funny stories and genuinely good fare on offer, these coffee events are normally a good opportunity to collect your QSL cards. Currently though we do not have any cards awaiting collection.
Please demonstrate your appreciation of all the effort that goes into operating the club and its facilities and other services we provide by joining us at these sessions, enjoying the company, coffee and the cake and leaving a gold coin or two, or even a small bank note, in the jar to assist in our on-going operations.
Finally
As always, I look forward to catching up with you all at Rocherlea. A reminder to all members that if you have any items of news you would like added to the weekly roundup, then please email me at the following address
ntarc.emails @ gmail.com
73, Yvonne VK7FYMX, Secretary NTARC Inc

Experimenter's Night Wrap-Up
Rex VK7MO, Richard VK7ZBX, Larry VK7WLH and Jet VK7FJET were all engrossed in the GPS heading devices. These devices are two full differential GPS receivers and microcontrollers that communicate via 900MHz links using phase difference to provide a heading to 0.1 degrees. These units have proven to deliver variable results and this is a worry if you are going portable and do not have a way to verify a heading. This potentially means that your dish azimuth is not correct. The data sheets for the UBlox GPS modules were out and being poured over and a conclusion was reached that if the GPS receivers were put into survey mode than things started to come right but if you moved the heading GPS receiver with the survey then things take a little longer to stabilise.
Justin VK7TW, Sean VK7FAZE and Ben VK7BEN managed to get the new i5 Ubuntu PC up and going with Open Broadcaster Studio for the streaming, titling and many other functions. Unfortunately we were missing a mouse on the PC and OBS relies on accessing some configurations with a mouse. No fear we VNC'd into the PC from the club notebook and then had a touch pad mouse. There is always other ways to be discovered! We configured the frame grabber card and did some configuration and OBS came to life. We will be streaming via YouTube which potentially provides a greater audience. This week we will be focusing on the audio chain and getting everything in place for streaming.
Richard VK7ZBX was working on a project that required some surface mount PCB work so, the magnifiers, thin solder and micro solder tip was all out and being used. On Ya Richard!
Ron Cullen was doing more configuration on his on-screen display for the radio-controlled fixed wing aircraft. Ron did some testing up at Mathinna oval over the long weekend and there appears to be some interference from other controllers within the aircraft. The small 7 inch LCD screen that Ron uses to receive the AV link from the cockpit of the aircraft can also record the AV stream coming back from the aircraft. Ron showed the recordings he made at Mathinna. There is also some calibration that is needed to the compass and other elements. Thanks Ron.
The clubrooms are also sporting a new vacuum cleaner thanks to Ben so, now there is no excuse not to clean-up the clubrooms!
Due to February being the AGM month we will be having Experimenter's nights every Wednesday night, so, if you have a project to start, continue or complete - why not bring it along and make some progress.
We are planning a big BBQ night to welcome the DATV Studio back on-line so stay tuned for sometime in February.
See you Wednesday night from 7:30pm.
73, Justin, VK7TW

TECHNICAL
Industry training will pay dividends
By Hamish Duff, President, ARCIA
Welcome to 2019! It seems the years do go faster and faster; it feels like only a short while ago that we had the 2018 planning days, and now we are starting a fresh new year. Last year ended with a bang â€ö the Annual Gala Dinner was well attended, with more than 500 people enjoying the atmosphere and celebrating the winners of our industry awards. Our regular networking events all over Australia are effectively our shopfront, and are a great way for members to meet, discuss the industry and catch up with old friends. Over the years we have also had some excellent guest speakers who often provide insights into new technologies. So, for 2019 make sure you keep an eye on your local state event and save the date in your calendar.
We also tried a new ARCIA-led workshop on multi-coupling as part of Comms Connect Melbourne. We had 34 participants, each of whom will receive an ARCIA certificate of completion. For 2019 we really want to have something similar in conjunction with each Comms Connect or ARCIA event, and we encourage all members to send their staff for industry lead training. We hope that over time we will have a number of short courses that are focused on segments of the industry that are useful to our members, and which extend the capabilities of staff. So please let our committee know what you would like to have training on, and get involved. ARCIA thanks RFI Technology Solutions for presenting the multi-coupling workshop; their long-term staff members really made a difference.
One of the items we have also discussed over time, is finding senior members of the association who may be in a position to lead training sessions on areas they are passionate about or expert in. Passing on generations of knowledge can be very rewarding and can be an excellent way to give back to the industry. Again, let your local state committee members know if that sounds like something you are interested in doing.
Sometime in 2019 we expect that the much-anticipated new Radcomms Act will arrive and come into law. There will no doubt be a lot of work required to bring this into operation, and ARCIA expects to work with the ACMA on behalf of members and all apparatus licence holders to make the transition as smooth as possible. ARCIA will also engage with the ACMA on other items such as the application of frequency re-use and adjacent channel licensing. New digital equipment now common in the marketplace have different emission masks compared to analog standards. The industry needs to find a sensible solution that protects users from interference and also ensures that adequate spectrum is available in high-density locations.
ARCIA will begin 2019 with a two-day planning meeting in Brisbane for members and partners. One of the key discussion points will be the retirement of our executive director, Ian Miller, and finding someone who can take on key administration tasks. What can we say about Ian? â€ö passionate, dedicated, knowledgeable and respected are just the start. Ian has put so much into this industry and we all owe him a great deal. As we move forward, he will maintain his work on spectrum matters; however, we will be looking for a new executive administrator â€ö so if that is of interest to you, please get in touch.
Hamish Duff, President,
Australian Radio Communications Industry Association
