ACMA seeks feedback on draft FYSO 202126
A little light reading for Easter arrived on our desktops
last Monday the 29th from ACAMA who are seeking feedback
on the draft Five-year spectrum outlook 202126 (FYSO).
This is NOT to be confused with ACMA's proposals for
the possible class licencing document, the AB and C
proposal. This new draft FYSO provides a broad overview of
trends that affect spectrum management and factors used
to inform the ACMA's planning and spectrum allocation
priorities.
The draft FYSO is some 71 pages and includes a detailed
annual work program, with activities and milestones for the
202122 financial year. ACMA's extensive planning activity
to support the deployment of 5G services in Australia
continues to inform priorities in their allocation work plan.
Pages 18 and 19 do revisit the ACMAs Consultation paper on
Future Amateur Radio Service licensing. In early 2021, they
sought views on their review of non-assigned amateur
licensing arrangements. the aim was to find the best
licensing mechanism to reduce regulatory burden and minimise
cost,
ACMAs preferred approach is to authorise the operation of
non-assigned amateur and outpost stations under a class
licence. they will assess submissions received against
objectives for the review and preferred option.
The new document issued Monday last also states "We are also
aware that many amateurs continue to be interested in
operating their stations at higher power limits. Pending
implementation of the outcomes associated with the review of
licensing arrangements, we are examining the feasibility of,
and options for, higher power licensing. We will consult
with the amateur community on regulatory proposals.
So settle back, read the 71 pages and give YOUR feedback by
close of business, Wednesday 28 April.

Good morning from WIA Vice President, Lee Moyle VK3GK.
Well the news is all good.
Reports from all around the country have it that the latest
edition of your Amateur Radio magazine is out and about.
Included are the very important WIA Election ballot and
voting forms. Please take the time and effort to read and
vote accordingly to propel the WIA into 2021 and beyond.
You need to select your four preferred candidates to fill
the vacant positions on the WIA board at this coming AGM,
then return your selections in the envelopes provided to WIA
HQ before the revised closing date of April 30.
Choose wisely.
The WIA Board and many of the volunteers are really giving
their all for each and every one and Amateur Radio in general.
This is more apparent than ever for those who have seen the
excellent and professional ACMA consultation paper produced
and published by the WIA Spectrum Planning Group. This paper
has already been submitted to the ACMA for consideration.
I hope many others took advantage of their efforts and
utilized the short form template provded by the WIA tho
submit in its standard form or to use as a basis for your
personalized submission to ACMA. I was priveledged to be
invited and attended some of the Spectrum Planning Groups
meetings and watch these guys in action. Honestly just
outstanding, professional and all specialists in their
fields of expertise. It is good to be part of the winning
team batting for all of the Amateur Radio community.
The WIA online poll has now closed and many have voted.
Thank you for showing your support for this independent
process.
We must apologise for the email delays in some cases as we
did have a couple of, shall we say anomalies to deal with
during the email process but most eventually ironed out. The
joys of technology.
The poll asked two questions, to which the WIA has received
1690 individual responses. The results are:
Question 1.
Which of the ACMAs three options (as currently proposed) do
you believe will best maintain the existing rights of
licensed amateur operators and facilitate continuation of
the Amateur Service in Australia into the next decade:
84% of respondents favoured Option A
9% of respondents favoured Option B
7% of respondents favoured Option C
Question 2.
Would you support the WIA exploring options of a streamlined
amateur service licensing system with the regulator that
could deliver benefits to both the amateur service and the
ACMA?
83% of respondents indicated Yes
15% of respondents indicated No
2% of respondents did not respond.
So there we have it. The results speak for themselves.
Given the overwhelming response from a good selection of the
Amateur Radio Community who chose to engage, the WIA who
represents all amateurs to the regulator, supports Option A
at this time for the reasons outlined in the official
WIA ACMA response.
The WIA would reconsider its opinion should the ACMA revise
the draft Class Licence to address the concerns presented in
our response.

18 of April will be World Amateur Radio Day.
It was on this day in 1925 that the International Amateur Radio
Union was formed in Paris.
The theme for 2021 will be Home but never alone.
Due to Covid-19, many gatherings and amateur radio events have
been cancelled, some many times, as organisers seemed not to
grasp the severity of this pandemic and against all odds tried
to get gatherings happening, however, amateur radio kept us
connected by the airwaves! What is it we say?
When all else fails Amateur Radio is hear.
Listen out for special event stations around the world that will
be on the air that day and no doubt our resident DXer/Contester
Felix VK4FUQ will have some when he "opens the DX window" in
this weeks broadcast from VK1WIA.
IARU REGION ONE
At the request of the European Commission, the IARU met with
representatives of the automotive industry, standards bodies and
the Commission on the 25th of March. It was to review the
current position on the development of an emission standard for
Wireless Power Transfer for Electric Vehicles.
There was a frank exchange of views and the Commission determined
that further joint tests should be arranged. The IARU confirmed
it was content to participate and welcomed the initiative.
A further meeting will take place once the relevant tests have
been completed, with a view to making progress towards an
emission standard.
Inmarsat sues Dutch government.
The website Via Satellite report that Inmarsat is seeking an
injunction against the Dutch government in a Netherlands
civil court to review spectrum allocation changes it made in
a recent update to the countrys National Frequency Plan.
The Dutch government wants to reallocate spectrum used for
satellite-based maritime safety services to 5G connectivity
service providers. Inmarsat called the reallocation
unnecessary and claimed that both satellite maritime and
5G services can co-exist within the spectrum band without
interfering with each other
RT ceases radio transmission on DAB network
RT Ireland's National Television and Radio Broadcaster ceased
its transmission of radio services on the Digital Audio
Broadcast network on March 31st. However, all its digital
radio services will remain available on other platforms.
In a statement, the broadcaster said the move to cease DAB
transmission was driven by three main factors - the fact that
DAB was the least utilised platform in Ireland; that RT is
the only Irish broadcaster on the DAB system, and cost
avoidance.
IARU REGION TWO
Shortwave-listening enthusiasts has lost one of its long time
leaders tragically in a house fire in the USA.
The victim?
George Zeller who since the early 1960s spent decades
reporting on hundreds of pirate radio operators and other
shortwave stations. His column had an active following in
"The Journal," the monthly publication of the North American
Short Wave Association.
According to Cleveland.com website, the fire department
determined that the blaze was set off by an overloaded
EXTENSION CORD!
George Zeller was 71.
New station on the Falkland Islands
The Falkland Islands will have a new operator in May,
Matthew, M0ZMS.
"I will be deploying to the British Forces South Atlantic
Islands, Mount Pleasant Complex, Falkland Islands, at the
end of April after two weeks quarantine here in the UK" said
Matthew.
The Falkland Islands Communications Regulator has issued
a full temporary license VP 8 ZMS valid from now until
his expected departure at the end of August 2021.
He also hopes to be active using the RAFARS club station
shack (VP8RAF & VP8FIR).

This year is a very special for the ham radio family all over
the world. Special activity will take place from Israel using
special callsigns 4 X 73(XX) and 4 Z 73(XX). The "XX" will be
the LAST TWO letters of their private callsign.
The activity commemorating 73 years of independence will start
0600 UTC, April 14th, until Saturday, 2200 UTC, April 17th.
Some of the operators will use the special callsigns during the
"Holyland Contest" that will be taking place in the same weekend.

FT8 most popular amateur radio mode with 51% of all contacts
made in the past 12 months.
The ClubLog Blog reports that FT8 contacts made up an
impressive 84% of the 1,777,945 amateur radio contacts
for the 50 MHz band recorded on ClubLog between March 1,
2020 and March 26, 2021.
All up some close on 66 million contacts were recorded
during 2020

SpaceX seemingly takes steps to protect their telemetry data.
Slash Gear have just published a very interesting article
which reads:
SpaceX typically broadcasts its tests in their entirety, but
some amateur radio users wanted access to even more data.
SpaceX is known to use specific frequency bands to
communicate with its spacecraft, and some amateur radio
astronomers were attempting to access the telemetry data in
those broadcasts. SpaceX made a move to encrypt the video
feeds after several from a Falcon 9 Starlink launch were
intercepted and decoded, (as WIA News reported last week),
giving access to video typically only seen by employees.
The decoded video showed views of the Earth from the second
stage rocket and inside the Liquid Oxygen tank of the second
stage rocket.

News from the ANZAC front.
Radio Amateurs remember AM and CW on ANZAC Day, 25th April.
The traditional AM & CW event organised by Mike "Banjo"
Patterson VK4MIK and the Tablelands Radio Group of
Far North Queensland, will take to the air for the 10th year.
This is not a contest but honours those modes used by
service personnel in earlier wars.
The concept developed by the Tableland Radio Group basically
asks us to consider changing modes on ANZAC Day nets, as an
honour and Amateur Radio salute to those who served or are
serving.
The annual event involves ex-military sites and related
museums plus many stations will be also operating and
switching to the old modes during the day.
Northern AM operations will centre around 7125kHz.

The Moorabbin and District Amateur Radio club is

Societies and Club News Letter Editors can EXCHANGE a feed prior to
the actual broadcast date,
e-mail nationalnews(at)wia.org.au
Call-backs follow the RF editions, but also for text readers you may
lodge a quick reply to let us know you read it, who knows, you might
even get a "cheerio call".
Thanks to our dedicated band of broadcast volunteers who utilize
their time and equipment in bringing you this weekly broadcast.

WIA affiliated clubs and active amateurs residing in Australia and
the globe.
We strongly encourage membership in the Wireless Institute of
Australia and participation in the activities of local clubs.

nor the National WIA, but IF broadcast, are done so in the spirit in

How do I leave this National News List? (unsubscribe your weekly feed)
Open mail program which sends mail from the address you want to
unsubscribe from. Send unsubscribe to the list
unsubscribe address vk1wia-news-leave(at)lists.wia.org.au
You will be sent a confirmation mail and must follow the instructions
given in that mail to complete the unsubscription.
Once your unsubscription has been processed, you will probably
receive another message confirming your unsubscription from the list,
and at that point you should stop receiving messages.
