Welcome to the start of daylight savings edition of the VK7 Amateur Radio News and this was first broadcast on Sunday the 2nd October 2022. At the mike of VK7WI this week is Mike, VK7FB.

RAOTC
Broadcast for October
Further to that mentioned on the WIA National News, this is a further reminder about the RAOTC broadcast for Monday the 3rd of October 2022 at 8pm local time; thatâ€Ös tomorrow night for those listening on Sunday.
This month there are 2 articles that feature events that happened prior to, and led up to, the formation of the Woomera Rocket Range in central Australia. The first is taken from a series written by Col Harvey (ex RAAF); this one describes a precursor to the Rocket Range.
After WW2 there was a need for British and allied forces to test long range weapons systems. Central Australia offered the space and seclusion. The article describes the sophisticated photographic equipment used to make a 45,000 square miles photographic survey of the area in an exercise known as ‘Operation Sandraâ€Ö.
The second article takes a more light hearted look at the same area in the form of anecdotal information penned by Ron VK5RN (SK); it is titled ‘Woomera Rocket Range: Amusing happenings in early days of the long-range weapons establishmentâ€Ö.

ACMA News
Draft Class Licence Consultation
The following is a short summary of the key elements of the proposal for the TLDR crew out there!
ACMA last week released its draft Radiocommunications (Amateur Stations) Class Licence 2022 for final consultation before its proposed implementation from 1 July 2023. The ACMA have also included a range of other things affecting the amateur service.

Electromagnetic Energy (EME) proposed arrangements
Under the proposed class licence, the key elements of the current EME framework under Part 3 of the Apparatus LCD would largely be replicated. Level 1 - <=100W and Level 2 - >100W.
Reciprocal arrangements for overseas amateurs
The proposal is to extend the period of time that overseas amateurs are authorised to operate a station – from up to 90 days to up to 365 days and this will be put in place before the class licence implementation.
Radiocommunications Standards and amateur equipment
The Equipment Rules prohibit the possession, supply, and operation of equipment that does not comply with an applicable standard, unless the person has a permit from the ACMA or is otherwise exempt. These prohibitions are not intended to prevent amateur radio operators from modifying equipment originally supplied for another service. However, if there is an applicable standard for a device (including for an amateur station), that applies to the device before or after it was modified, the prohibitions in the Equipment Rules require that the device must be compliant with that standard.
There are no general standards specific to devices used for amateur services only.
There is EMC labelling legislation that still applies to amateur equipment and accordingly, such devices need to comply with a standard in the list of ACMA mandated EMC standards. For amateur stations that are manufactured in, or imported into, Australia for supply, Part 1 of the list of Mandated EMC standards applies.
The EME standard in Schedule 4 to the Equipment Rules applies to a device that has a fixed antenna ie. handheld. EME compliance is currently regulated under the Apparatus LCD – going forward it will be regulated through the Equipment Rules.
Other matters
2200m & 630m will have the input power restrictions removed due to the inefficiency of the antennas for these bands.
Standard licence holders will gain secondary access 50-52MHz before the class licence implementation.
Callsign Admin
The key features of our proposal for call sign management are:
the proposed class licence will include certain conditions relating to the use of call signs and allow a call sign entity to allocate call signs to qualified amateurs under an arrangement with the ACMA
the ACMA will publish a call sign assignment policy that includes information on call sign templates, ‘reservedâ€Ö call signs and other matters relating to the syntax and allocation of call signs
the call sign entity would use the call sign assignment policy when assigning call signs to qualified amateurs under an arrangement with the ACMA
other matters relating to call signs would be more appropriately managed by the amateur community, potentially through the proposed amateur operating procedures document.
With the implementation of a Class licence – amateur callsigns disappear off the ACMA RADCOM database.
Given a callsign register is not a requirement under the Spectrum Management function of the ACMA – the ACMA are wanting the amateur community to maintain the register on an opt-in basis.
Amateur operating procedures
The ACMA want the amateur community to create and maintain operating procedures and processes.
Club Callsigns
Under class-licensing arrangements, there would no longer be individual apparatus licences issued to club stations.
The proposed class licence will authorise the operation of a station owned and operated by or on behalf of a club, provided that the operator of the station is a qualified operator or is supervised by a qualified operator, and the operation of the station complies with conditions set out in the class licence. A club may be issued a call sign for the purpose of ‘section 7â€Ö of the proposed class licence.
Club log books will no longer be a requirement.
High Power Operation
This area of the proposal is split into three sections – EME, medium term and long term approach.
The ACMA is proposing that Earth Moon Earth high power operators use the existing assigned scientific licencing regime. The ACMA will develop operational policy to provide guidance to applicants and clarify EME safety considerations.
The ACMA in the medium term is seeking to establish a mechanism (potentially through apparatus licensing arrangements) by which higher power use-cases (that are not enabled under scientific licensing) can be authorised. The ACMA before considering higher power authorisation, must be confident that the risk of interference to other spectrum users can be appropriately managed, and that adherence to EME compliance methodology and record-keeping requirements is assured.
The ACMA in the longer term will consider revised arrangements for Advanced amateurs to apply for higher powers permits considering the data available.

Contest News
WIA Spring VHF/UHF Field Day
Well it's time to clear the dust and spiders from the portable VHF and above equipment and get ready for the WIA Spring VHF/UHF field day. This year it will be on from 01:00 UTC Saturday 26 through till 00:59 UTC Sunday 27 November 2022. There are a number of sections and then sub sections so there is something for everybody. Broadly speaking there are two main streams of participants, those that are happy to pack up a fair bit of their shack, associated bits and bobs, then reassemble it in some remote spot, discover they have forgot to pack "something", brave or enjoy the weather and conditions, supply power, make some contacts then do the reverse and pack it all up take it home, and those that are not quite that mad and operate from the comfort of their shack. Then there are the Rovers. They are special individuals as they move about and repeat the portable things all over the place.
There are sub sections that are aimed at the new licensees as well, like the single band section, or the 4 band section that covers up to 4 of the traditional VHF/UHF bands. There is the option to work either 8 hours, or the full 24 hours.
It's a great day of fun and there will be many people out and about so why not allocate some time to come on and exchange some numbers that weekend. You can rework stations after 2 hours. The usual logging programs like VKCL, YACL and others will keep your contacts logged just don't forget to check the time is correct and that you check all details before hitting the "log" key as a small error will cost you a contact. You will need to determine your 6 digit maidenhead square locator from your operating location, there are many smartphone apps to help obtain this.
The places to look for contacts are the following.
6M - 52.525 FM, 2M - 146.500 FM, 70cm - 439.000 FM, 23cm - 1296.150 FM, 13cm - 2403.150 FM, 9cm - 3398.150 FM and on 3cm - 10,368.150 FM

Thursday Night SSTV Nets
Another great night that saw the following participants VK7s – ZAB, ZSB, DG, TED, ZBX, PAK and ZCF all sharing over forty photos.
At times it was the quick and the dead with a few doubling and nearly getting to Utopia.
The evening started with scenes of some local landmarks and sunsets. It then progressed to the main theme of vehicles with many motor bikes and sports cars.
There was the occasional animal including pet dogs, a working dog from Gundagai and a friendly sheep call Shaun.
A reminder in Southern Tasmania, VK7RAF (146.650 -600kHz) can be used both locally and linked to VK7RJG by using different CTCSS tones. 123Hz for local Southern operation and 141.3Hz for linking RAF to VK7RJG (438.55 -7MHz). No tone is required on VK7RJG to connect with VK7RAF from the North and North West.
A reminder to send your call-sign, on the TX tab by enabling the “Encode FSKID†option.
Also to prevent repeater time outs I recommend say Scottie 1 and not the longer duration DX version that are designed for the HF band.
And another thanks to Ken VK7KRJ for further development on his site. The system will now be listening on the repeater 24/7 so will be good for testing anytime.

North West Tasmania Amateur Radio Club
Bar B Que and Fox Hunt
A Bar-B-Que and Fox Hunt is to be held on Saturday the 22nd October 2022.
We plan to start with a Bar B Que commencing at Midday at Legion Park, which is off The Esplanade behind the Showgrounds at West Ulverstone.
Legion Park is accessed by turning East into Maud Street off Queen Street, taking the road to the river and BBQ facilities.
This is a BYO food & drinks event and there are two electric BBQ, toilets, running water and some seating and tables under cover on site.
At 2pm, if there are sufficient numbers, we will commence the Fox Hunt, which will be along the style of the old-fashioned CB Fox hunts, where the Foxâ€Ös hides, and then the chasers using signal strengthâ€Ös and clues, attempt to locate the Fox.
The person who finds the Fox, then goes and hides, and we start the chase again. To assist any amateur to participate, it will be run on Channel 50, 146.500 MHz and operate in the Ulverstone Township.
We will continue while there are chasers for the Fox. If the weather is inclement, Eric VK7EV will be on 2m VK7RMD in the morning, to advise if event is still proceeding. If canceled we may reschedule to the following Saturday.

After last monthâ€Ös run of certificate achievements for Nic VK7WW and Peter VK7KPC, I feel I should start of by announcing another certificate, but alas no, the run of good things, “coming in threes†has been exhausted, at least only for the moment, fingers crossed. This is going to be a bit of a general collection of items and information that have missed the previous monthâ€Ös broadcasts.
Peter VK7KPC, has successfully been checking out the propagation of the new dipole with WSPR over the last couple of months with pleasing results considering it is multiband.
Andreâ€Ö VK7ZAB, has taken on the task of checking out the Hustler 5BTV multi-band vertical antenna. This time instead of using a PC controlling a HF rig Andreâ€Ö is using a SDR, that is a Software Defined Radio and in this case a self-contained model KiwiSDR.
On connecting the antenna we were greeted with patterns of interference across the HF spectrum and a very high spike from a Launceston AM broadcast transmitter. I remember it easily powering my crystal set when I was quite a bit younger.
At the Fridayâ€Ös coffee session Lionel, VK7ZLB brought in his trusty portable Grundig Satellit 650 receiver to track down the radio interference we were experiencing. He started well away from the clubroom building only to find that it embarrassingly seemed to be coming from our own building! We turned all the power off to the building and found it was still there. The only thing left on was the UPS in the radio room running the KiwiSDR, PC and VKlink. Bypassing the UPS fixed the noise problem, it has now been removed from circuit. Next Lionel fitted a MW broadcast notch filter that dropped the level of 7TAB nearly 30dB, without losing many other stations, can still hear 936kHz ABC Hobart. Well tracked down Lionel, even if it was a bit embarrassing to us, hihi. It shows that superb craftsmanship and design in vintage equipment like the Grundig still give a good account of themselves. These type of receivers would also make an excellent and interesting presentation, hint hint Lionel.
We have now fitted a lightning suppressor to the antenna and we will soon be putting in extra protection with a MFJ-1708B-sdr, which can be controlled from the PTT line out of our transceivers.
WSPR has been running across five of the Amateur bands and with good results on most bands. The receive only decodes can be seen on the propagation map on the NTARC website under Blogs at Broadcast news for 2nd October. The link in the text version.

There has been many interesting stations including a Russian R0AGL and KC4USV from Antarctica. KC4USV is at the McMurdo Station on Ross Island and is IOTA AN-011.
The site is transmitting on 20 meters with 200mW and is at maidenhead grid location RB32id.
From the WSPRnet.org database for last 2 weeks there were only two other VK7 stations that have decoded this call-sign.

One notable interest over the previous month has been in the NOAA weather satellites. More correctly trying to work out when and where the satellites will be RF visible above the horizon, then receive the RF down link and finally decoding the weather images from the audio. Phil VK7ZPD, Peter VK7KPC and Daryl VK3AWA, have been enthusiastically venturing in this direction, with much antenna experimentation and positioning happening. Like most things nowadays there is always the steep learning curve on the software implementation and usage that is required to decode the incoming audio. They certainly have had excellent success, with some very impressive images of Australia decoded from the downlink of the satellites. It certainly has come a long way from what I tried decoding using a Commodore 64!
As all three, NOAA 15, 18 and 19 are exhibiting loss or degradation of some on-board systems and considering the ages, NOAA 15 was launched last century in 1998 they are still going well but the next generation is in the planning and construction phase at the moment.
Do we take things for granted like decoding the downlinks, will we still be able to do the same on the next generation that replace them? These could be the last we can eavesdrop on!

Tassie Ham Expo in November - The club has decided to combine the Coffee Morning and Technical Night donations for the month of October. Our aim is to purchase some new items that can be donated to the Tassie Ham Conference / Expo in November, they will be added to the pool of raffle prizes. So next Coffee Morning or Tech Night feel free to bring along any old change or notes that you no longer have a use for and pass them on to a good amateur cause.
JOTA/JOTI for 2022 volunteers to assist are needed!
The Venue is the NTARC Club rooms, which is the Rocherlea Scout Hall, Archer St, Rocherlea.
The sessions will be on Saturday the 15th of October from noon to 6pm and Sunday the 16th October from 10am till 3pm. Groups are planned to arrive in two hour blocks, split up and rotate through four activities.
At the Club Rooms we will need volunteers to assistance with:
The operation of each of the transceivers set up for voice chat by the participants.
Assembly of Morse code trainer kits, (no soldering required only a screw driver).
Sending and receiving each otherâ€Ös names by Morse code on the practice keys. (No, not live to air)
Plus external to the Club Rooms:

WICEN Tasmania (South)
WICEN South are in need of some help.
We are tasked with providing safety comms and rider progress reports for the Portland Equine Endurance Ride at Pyengana on Saturday 15 October.
You may have realised that this date is also the JOTA/JOTI event.
A lot of our regular helpers are down to assist with JOTA and therefore we are really in need of help to man the Checkpoints for the Ride..
If any amateur or listener can see themselves as being able to assist by calling the rider numbers as they pass, then we would welcome your assistance. A pat of a horse and a pass of a sweet to a rider or two, are also on the cards.
We can offer an active couple of days, some great scenery and a chance to have a meal at The Pub In The Paddock. Your reward is knowing that you are helping the riders to test themselves while caring for their mounts at the same time.

October Presentation
Military Radios and Antennas
Thanks to Kim Briggs VK7KB who will be giving us a presentation on more of his many Military Radios and Antennas.
We will be setting up many of these antennas in the Queenâ€Ös Domain compound - pending good weather to demonstrate the ingenious ways that the military create HF antennas.

DATV Experimenter's Night

We started with Rex VK7MO and Justin VK7TW talking about the recent AR Magazine article on Ron Wilkinson and his achievement award. Rex showed his 1964 letter about the 432MHz 119.7mile record and also his Ron Wilkinson Achievement award. Justin then showed his Ron Wilkinson Achievement Award.
We then looked at an interesting Portable 2 element Triband Yagi that Con Kley VK7HCK put Justin onto.

This design is by Markus Hansen VE7CA and covers 20/15 & 10m. Justin built this yagi and mixed-up the measurements by a factor of 10 which was ironic given the book Justin was reading - Humble Pi - by Matt Parker which is about mathematical errors! Justin rebuilt to the right size and after a bit of tuning and it performs well and he has made contacts Lord Howe Island, Bosnia, Latvia, France with consistent 5/6 5/7 reports and also made a contact with VK0WN at Casey Station.
We then looked at the Proppy Propagation Tool.

and Alan VK7KAJ joined Justin in the studio and we looked at the various configurations of the area and the point to point functions.
Justin and Alan then looked at the article by Dale VK1DSH on a uniselector and Arduino home telephone exchange from the latest AR Magazine and demonstrated a uniselector and decadic phone.

This coming Wednesday night is a DATV Experimenterâ€Ös night as our October presentation is on Sunday the 9th October. Wednesday we will be taking a look at the ACMA Consultation Paper and the Legislation, we will also look at the popular VOACAP online propagation prediction tool, revisiting the magnetic loop construction, reviewing some more of the latest AR, DUBUS and Low-Key magazine and much more.
