we are contacting the right people in your Club and that you receive
correspondence from us in a timely manner. Obviously, it's also very
important that the details are correct in order for potential new
entrants to the amateur world to get in touch with your Club.

WIA BOARD COMMENT by Peter VK8ZZ
Good morning listeners.
Listeners will most certainly recall that in March 2021, the Wireless
Institute of Australia (WIA) sought feedback on the Australian
Communications and Media Authority (ACMA) consultation paper which was
titled a Review of non-assigned amateur and outpost regulatory
arrangements.
The ACMA nominated only three options for consideration, on which they
stated they preferred Option C.
The three options put forward by the ACMA were:
Option A: keep the existing apparatus licensing arrangements and
licence conditions.
Option B: simplify the current licensing arrangements and licence
conditions by amending the amateur LCD.
Option C: transition to class licensing arrangements for non-assigned
amateur stations. The operation of assigned amateur stations
would continue to be authorised under apparatus licences.
A WIA poll received 1690 individual responses.
84% of respondents favoured Option A;
9% of respondents favoured Option B and;
7% of respondents favoured Option C.
There is no doubt that the ACMA are setting the scene for what appears
to be the introduction of Class Licencing despite sector concerns.
The ACMA have never hidden their wish for a single Amateur Radio
certification level. A class licence would most certainly be a step in
this direction.
The ACMA has already transitioned the outpost licensing to a class
licence. The outpost class licence did away with callsigns and
equipment licensing. This would be a poor outcome if it was applied to
the Amateur Service.
A class licence would see the removal of individual station apparatus
licences. The only criteria to use the Class Licence is a recognized
operators certificate of proficiency. A consequence of the removal
individual licences would see the removal of the RRL licence database
for all amateur station details. Amateur repeaters will remain under
the apparatus arrangements and therefore remain in the RRL database.
Without a station licence it is hard to see how we would be able to
have reciprocal licensing when we travel or move internationally
without some alternative documentation. It may even be difficult to
prove our amateur status if we are pulled over by police for operating
a mobile radio. The WIA has highlighted these issues to the ACMA and
will be included in its submission.
It would also limit our ability to deal with complaints about RFI as
the ACMA wants the Amateur Service to be self-regulating. This has not
worked well in the Citizens Band Radio Service.
The WIA spectrum committee are exploring options with the regulator
that could deliver benefits to both the amateur service and the ACMA.
In September 2022, the ACMA released a comprehensive consultation
paper for a proposed amateur class licence and consideration of higher
power. The spectrum committee are currently drafting the WIA response
to that paper.
We are being enticed by the possibility of nil licence fees and
increased power. However increased power is a separate and unrelated
issue to class licensing, they are not one in the same and are not a
guaranteed outcome.
The WIA will be publishing our draft response paper and are looking
for feedback by way of a survey. All WIA members will receive the
survey link by email.

Individuals and short wave listeners with no callsign will need to put

This is Editor-in-Chief of Amateur Radio magazine, Roger Harrison VK2ZRH.
I have just returned from the suburban sights of Sandy Bay in Hobart,
VK7, still reeling from the roisterous recitals at the Tassie Ham
Conference and Expo; but Ill let others give you the skinny on that.
Last Tuesday, the files for the latest edition of A R Issue Number 6
for 2022, the last for the year were uploaded to the printer's server
in Bairnsdale, Victoria.
On Wednesday, the magazines guts rolled off the press to be folded
into the waiting arms of the glossy, heaver weight cover that was
printed the week before. Look out for the issue landing in your
letterbox, your Post Office Box, or your local newsagency, late next
week.
Youll recognise it easily because splashed across the front cover is
the bold begorrah Class licence, ready or not! And, weve done
something not done with AR magazine since December 1964 we have a
cartoon on the front cover!
The theme for this issue is Contest Capers. Hence, the centre pages of
the magazine comprise a lift-out calendar of VK and popular contests
for 2023. Pages 34 and 35 are the centre sheet of the magazine.
You can readily ease it out and post it to the noticeboard in your
shack, on the door of your fridge, or anywhere at-hand.
In the Contest Capers pages, you will find details on the 2023
Australia Day Contest rules, a rundown on using the digital modes
of FT4 and FT8 in contesting, a feature article from our colleague
Flapjaw Knopfloch that asks the question What is a contest?
and a very handy Contesters Checklist from the indefatigable
Diane Main VK4DI, plus rules for the upcoming 2000-&-23 Ross Hull and
John Moyle contests.
Other features in the issue include news on whats happening with
Solar Cycle 25, which seems to be rising fast and might be bigger
than expected.
The WIA Returning Officer, John Marshall, has a Call for Nominations

REGION ONE
Germany's proposed new "N" class entry-level licence could be in
place as early as January the 1st of 2023.
The possible addition, is being reviewed by the German regulator,
as a way to add a third licence class to the existing E, Novice and
A, Full licence classes.
A change in the regulations would give N class operators call signs
with the prefix DN and the current DN callsigns, which are only used
for training purposes under supervision of a licensed ham, would be
cancelled on December 31st of this year, to be replaced by the use
of a DN/ prefix .
Most of us will have experienced RF interference problems of one sort
or another over the years. Many will have noticed that the incidence
and intensity has increased. In this world of advanced digital
technology and increasing wireless connectivity, the probability of
interference is high and increasing rapidly.
Enter the RSGB.
They say this is giving rise to an ever-increasing pollution of the
radio spectrum which is threatening all wireless communication.
To counter these problems, RSGB need to make the relevant
authorities aware by taking measurements and surveying any
available documents and reports. They are looking for volunteers
who can help with this work.

REGION TWO
Delegates Attend IARU Region 2 General Assembly
The triennial General Assembly is the formal decision-making body of
IARU Region 2, comprising The Americas and delegates are the
representatives of each member-society. The President of
IARU Region 2 is Ramn Santoyo, XE1KK.
At the meetings the delegates reviewed challenges to amateur radio,
debated proposals from member-societies, and received reports from
coordinators and elected volunteers. The Guayaquil Radio Club was
selected to host the next General Assembly in 2025 in Ecuador.
Twenty-six member-societies are represented with 117 registered
attendees from across Region 2, as well as representatives from
Region 1 (Europe, Africa, the Middle East, and Northern Asia),
Region 3 (Asia-Pacific), and the IARU Officers.
The Assembly was closed by President Ramn Santoyo XE1KK, who noted
that this was his last Assembly as an Officer or Director after
16 years working within Region 2. His contributions were
acknowledged by many expressions of thanks and well wishes.

A GIANT CALLED COLLINS
The Titan Missile Museum, also known as Air Force Facility Missile
Site 8 is a former ICBM site located outside Tucson, Arizona in the
United States. It was constructed in 1963 and deactivated in 1984.
Visitors journey through time to stand on the front line of the
Cold War. An amazing place and a unique and equally amazing antenna
that you can hook up to!
Ham Radio Operators can broadcast and listen on the discone antenna
at the Titan Missile Museum. When the Titan ICBM site became
operational its communication system included a large, broadband
discone antenna that is still standing today. Built by Collins Radio
Company, the antenna is 80 feet tall and has a large crown, enabling
it to radiate signals over a wide range of frequencies.
If youre an amateur radio operator, you can use the antenna free
of charge when the museum is open.
Did AM Radio Just Get Hit By Lightning?
Theres something missing from the newest F-150 Lightning truck
In the USA Ford has led the way in trucks for decades with the F-150,
but manufacturing the electric version of this truck represents a
major risk for the company and perhaps a turning point of the
internal combustion engine.
The new 2023 electric model of the F-150 has NO AM radio.
That's due to electrical interference to AM used in an EV.
The 2022 F-150 Lightning had a whip antenna to facilitate AM
reception. Now, the Ford brain trust has apparently concluded
its not worth the expense for a radio platform that is facing
the death spiral.

Stunning Solar Flare Causes Radio Blackouts in the South Pacific:
A surprise solar flare has burst from an area of dense magnetism
on the suns surface, causing a temporary radio blackout in parts of
Australia and all of New Zealand. The M5-class, medium-strength
solar flare was recorded by NASA's Solar Dynamics Observatory as it
erupted from the sunspot AR3141 at 10:11 am EST on Monday Nov. 7.
The flare created a rush of radiation that ionized Earths
atmosphere, according to spaceweather.com.
Saturdays Womans Rugby World Cup final between the Black Ferns and
England has had interest skyrocketing to such an extent over the
past week that a world record attendance is assured at Eden Park

against the Red Roses.

Behind the scenes, RSM teams are working alongside organisers and
broadcasters to ensure the event is a success. Investigators are on
site to help identify and resolve any potential radio spectrum
issues that may arise.
So far, RSM Investigators have been busy dealing with interference
on match days between the many different users of radio communication
devices. This has been greatly assisted by the co-operation of all
parties to resolve interference issues.

PILOTS SELECTED FOR 2023 BOUVET ACTIVATION
As the time draws closer for the Bouvet Island activation, new
members of the team are being put into place as pilots.
These hams provide a critical role as intermediaries between the
DXpedition team and the DX chasers. They will be keeping an eye on
propagation in their designated parts of the world to help facilitate
contacts. The chief pilot and pilot for Europe is Morten, LA3MHA;
Hams in VK/ZL/OC will have WIA Vice President Lee, VK3GK, as pilot.
The Bouvet team expects to activate from the sub-Antarctic island
between January 13th and February 28th.

GB 1 LJF begins its on-air activities on Thursday the 1st of
December. The Special Event Station is operating to celebrate
the manufacturing of the English Electric Lightning aircraft
in Lancashire.
The English Electric Lightning is a British fighter aircraft that
served as an interceptor during the 1960s, 70s and last flew in the
UK in 1988.

BOOK SHOWCASES QSL CARDS' DESIGN AND TYPOGRAPHY
If you enjoy sending and receiving QSL cards, you're not alone.
This next story celebrates the art of those still-popular cards.
Here is John Williams, VK4JJW
The legacy of Charles Hellman, W2RP, continues.
At the time Charlie became a Silent Key in 2017, the 106-year-old
New York amateur was considered the oldest amateur in the US and
likely the longest licensed. Active almost right up to the year he
died, Charlie amassed a collection of QSL cards that, so many years
later, is now carrying a different message to the world, one about
graphic design and communication between people.
One hundred fifty cards in Charlie's collection, which were later
purchased by a designer visiting a local antique shop, are now the
subject of a soon-to-be published book on typography and graphics.
Its title?:
QSL: Do you Confirm Receipt of My Transmission?
The collection's owner, Roger Bova, made the cards available to
Standards Manual, an independent publisher that specializes in books
about design history. The book features the simple, bold design of
the card from RB HZ, confirming a 1986 contact on 20m, SSB.
In contrast, there is a whimsical, cartoonish card from DM 3 EJ for a
1979 SSB contact on 10m.
Many of the pages are full and rich and colourful.
The cards are as much a study in design as in communication in the
age before the internet took a-hold. They are presented, in the book,
in chronological order.
No doubt Charlie, a retired educator, might be pleased to know he is
still providing a means for people everywhere to expand their
knowledge

NASAs MOXIE experiment on Perseverance has now generated ISRU
oxygen successfully during many different times of the Martian
day and year, producing about 6g of oxygen per hour, similar to
the production rate of a medium-sized tree. NASA life support
design requirements specify 35 g of oxygen per hour for astronauts.
From Perseverance to InSight and under layers of dust, NASAs
Mars InSight lander is fading, but the first and only seismometer
on Mars had one parting gift for humanity: on May 4th, a magnitude
4.7 marsquake, one of the largest detected on the red planet.
InSights detection of meteor impacts on Mars has been well documented
a significant impact spotted showed excavated boulder-size chunks
of ice buried closer to the Martian equator than ever found before.

FINALLY, IF WE DARE USE THAT WORD WITH THIS STORY:-
Monday 14th SHOULD see the highly anticipated, often delayed, launch
of Artemis 1.
HOWEVER
NASA is working with U.S. Space Force and the National Hurricane
Centre to monitor Subtropical Storm Nicole. NASAs Kennedy Space
Centre in Florida is currently in Hurricane Condition 4 status,
which includes implementing checklists and preparations for the
storm as the agency continues to prioritize its employees in the
Kennedy area.
Based on forecast data, managers have determined the Space Launch
System rocket and Orion will remain at Launch Pad 39B. Teams at
Kennedy will continue to monitor the weather, make sure all personnel
are safe, and will evaluate the status of the Monday, Nov. 14,
launch attempt for the Artemis I mission as they proceed and receive
updated predictions about the weather.
Once Heavenly bound, amateur radio operators will join a powerful
international network tracking NASA's Orion spacecraft as she
flys to the moon. NASA officials announced that a network of
18 volunteers, organizations and space agencies will assist with
tracking Artemis 1, which will send an uncrewed Orion spacecraft to
orbit around the moon after blasting off from Earth atop a Space
Launch System rocket.
The selected volunteers, including two individuals in the amateur
radio world, will "demonstrate whether they can receive Orion's
signal, and use their respective ground antennas to passively track
and measure changes in the radio waves transmitted by Orion," NASA
officials said in a statement.

Commemorating Remembrance Day, in Belgium, members of UBA section
ARA (Actieve Radio Aamateurs) are still active as OP 22 HWL until
13 November. The station is set up at the Klein Zwaanhof Museum in
Ypres.
The special call sign is in memory of Harry Whitelock, killed in
action in the Ypres Salient of World War I August 1917.
Whilst in Belgium a call sign of OT 5I DPD started up November 3 and
runs til December 3 for the International Day of Persons with
Disabilities, whose annual observance (3 December) was proclaimed
by the United Nations General Assembly in 1992.
All the operators of OT 51 DPD are amateurs with a disability.

Radio Club reminding listeners that the Rosebud RadioFest will
be held once again this year on Sunday, the 20 th November.
As usual, the event will be held at the Eastbourne Primary
School at Allambi Avenue, Rosebud, with outdoor displays open
from 8 am and the main sale area open from 9.30 am, continuing
through till 1.30 pm.
